MC = Mayor & Cabinet: Voters elect a single-authority Mayor, who in turn appoints councillors to cabinet positions. LC = Leader & Cabinet: All members elect a leader, who in turn appoints councillors to cabinet positions. CO = Committee System: All members elect a leader. Group members appointed proportionally to policy committees. Disagreements moved to full council meetings. AA = Alternative Arrangements: Other locally agreed governance system with consent from Secretary of State. 1 = All seats elect every 4 years. 2 = Half of seats elect every other year. 3 = Third of seats elect in years 1, 2, and 3, followed by a year with no election. All contact details are as provided by each individual to the Democratic Services department of their respective council. The goal is to provide all of the following leadership positions. Changes to these roles typically happen at monthly full meetings of councils, and as such, updates are made every few months. This means there may be occasions when this field is slightly out-of-date. -Executive member roles or portfolio holder roles at Mayor & Cabinet and Leader & Cabinet councils -Key committee chairs at Committee-based councils -Council Leaders and Deputy Leaders (and equivalents in Scotland, etc.) -Mayors and Deputy Mayors (and equivalents in Scotland, etc.) -Party and group leaders (not comprehensive) |

Constituent means a voting member of the authority, usually a Leader or Deputy Leader of one of its constituent councils. Other terms such as associate or officer are as used by that specific authority. These non-elected roles rarely have official contact details. |
Elections take place on the first Thursday in May each year, when anything from 2,000~10,000 seats out of the 19,000 in the dataset may be up for election, depending on the year.
Typically, updates to names and parties are complete after 1 week (this may be longer if it’s a particularly big year).
Contact details are collected as they are provided by individual councillors to their respective Democratic Services departments. This typically happens gradually throughout May.
Leadership roles are assigned at full council meetings, which are typically held between 20th – 30th May, so by the start of June datasets are back to their usual level of comprehensiveness.
Almost every year there are a small number of councils which have changes to ward boundaries. Often this means they’ll have a different number of seats, and ward names and election schedules may also change.
All of these changes are implemented on datasets the day after election day.
In 2026 and the following few years a large number of changes are expected due to restructuring. Here is what is known so far.
New Mayors will be elected for:
-Greater Essex
-Hampshire and the Solent
-Norfolk and Suffolk
-Sussex and Brighton
It isn’t yet known what will happen to 2026 elections at County, District and Unitary councils within the boundaries of these areas. They may or may not have elections, but either way the councils themselves won’t be abolished until at least 2027.
New shadow authorities will be elected in 2026 for:
-West Surrey
-East Surrey
However, these will not take over from existing councils until 2027, and won’t be included in CDUK datasets until then.
New Combined Authorities will be established in:
-Cumbria
-Cheshire and Warrington
Mayoral elections are expected in 2027.
